Are you struggling to meet the CMS Core Measure for Patient ability to view online, download, and transmit information about a hospital admission reporting requirements for Eligible Hospitals or Eligible Professionals?
CMS has emphasized a program called the National Broadband Map (NBM) to help hospitals and providers search, analyze, and map broadband download speeds in their area to determine if their organization can be excluded from this measure due to home internet speed.
Any eligible hospital or CAH that is located in a county that does not have 50 percent or more of its housing units with 3Mbps broadband availability according to the latest information available from the FCC on the first day of the EHR reporting period is excluded from the second measure. It is critical to print or export this summary report (for your county) on the first day of the reporting period and keep a copy to verify your eligibility for this exclusion.

How to use the NBM for the EHR Incentive Programs
- Using the Summarize tool, select “County” as your geography, choose your corresponding state, and type in the name of your county. Then click the “Summarize” button.
- The summarize results page will display full details of broadband availability for your county.
- Scroll down to the section titled “Broadband Speed Test (Mbps)” and click the darker gold bar by the “Home” location for the median broadband speed for housing units in your area (must be below 3Mbps for EHR broadband exclusions to apply).
- Scroll back to the top of the results page to print or export the broadband data and save it for your records.
Note: Be sure you review the download speed, not the upload speed.
